I think there are very clear progression at this job. The grad program already moves me up two classifications, and then it doesn't seem like there are too many barriers in the way of becoming an APS6. For myself, being someone who wants to return and complete their masters at university, I feel the department does have some pathways for me to couple a potential masters with the work, however I will only know this for sure later.
It is very structured so it is easy to see how one would progress and there is a lot of encouraged internal movement
